This is a further revision of the final text. In this version, the reference to the DCAT specification is now to the second last call working draft published on 1 August (http://www.w3.org/TR/2013/WD-vocab-dcat-20130801/). Also, the UML diagram was updated to reflect the latest changes agreed in the meeting on 18 July.
