ABR - Getting into the details

 Through the SEMIC Action, DG DIGIT supports base registries interconnectivity and interoperability to facilitate the exchange of authentic data across regions and countries. The SEMIC Action takes over the work previously conducted under the ISA² Action 2016.28 Access to Base Registries’ (ABR) integrating it into the wider framework of DIGIT B services to support public services interoperability. 

The aim is to define a common framework for base registries access and interconnection, providing support and guidance to make national and cross-border access to the base registries more efficient.

Overview of DIGIT B support on Base Registries  

DIGIT B provides a combination of methodologies, tools and resources, accompanied by related advisory services to support public administrations in the harmonisation and interconnection of base registries. 

Semantic specifications - DCAT-AP for Base registries 

The application profile DCAT-AP for Base Registries, also known as ‘BRegDCAT-AP’, represents the data contained in base registries. The latest release is available for download in all serialisation types. Learn more 

Reusable open-source tools 

A range of tools designed to support the implementation of the DCAT-AP for Base registries (BRegDCAT-AP), including: 

  1. BRegDCAT-AP Harvester - Harvest data from existing catalogs;
  2. BRegDCAT-AP Validator - Validate the data compliance with certain specifications; and
  3. BRegDCAT-AP Editor - A user-friendly way to edit specification-compliant data.

Advisory services - Pilots and roadmaps 

SEMIC can provide support for all Member States or organizations who would like to improve their approaches and capabilities in base registries management and interconnection. DIGIT B support can facilitate the implementation of Data spaces, of the SDG OOTS and the adoption of LDES-based approaches as well as provide guidance on the re-use of SEMIC assets.

    A methodological framework to guide Member States on the creation of an ecosystem of interconnected base registries which exchange data and, therefore, facilitate the setup of integrated public services. Learn more

Monitoring base registries access and interconnection by Public Administrations across Europe, to share information on different approaches and best practices. This activity includes: 

  • Member States Factsheets  
    Overview of national approaches in terms of: General strategy towards interoperability; Current interoperability levels based on the EIF layers; and e-Government public services that make use of data in base registries. Learn more
