Manuel Pérez has a degree in law from the University of Madrid and is a Spanish civil servant since 1989.

He has developed his professional career in the public administration, both at national and regional level.
From 2000 to 2004 he was the General Director of Immigration of the Government of Spain and representative of his country in the meetings on immigration and asylum of the Council of the European Union.
From 2004 to 2007 was General Secretary of the Department of Immigration of the Region of Madrid, and then General Secretary of the Department of Education (2007-2015).
Currently he is Advisor in the field of social inclusion policy in the Department of Social Affairs of the Region of Madrid.
