GeoDCAT-AP - Clarify why the scope is set to ISO19115:2003 and not to ISO19115:2014

Problem: The current GeoDCAT-AP WG charter states that a DCAT-AP RDF syntax binding for the metadata elements in the ISO 19115:2003 core will be provided. However recently ISO 19115:2003 was superseded by ISO 19115:2014. Clarify why the scope is set to ISO 19115:2003.

A possible clarification would be the following: The current WG charter proposes to work on the ISO19115:2003 version, as the 2014 version of the standard does not have an XML syntax yet (expected 2015). Also, the INSPIRE Metadata technical guidelines are based on the 2003 version. Consequently, descriptions of spatial datasets, such as those in the INSPIRE Geoportal still follow the 2003 version.

The proposed clarification was added to the GeoDCAt-AP specification. The comparision made by Antonio Rotundo was added to the annex of the specification.
