What re the options dfor a SKOS concept scheme for COFOG?

Several years ago I set up the COFOG, COPP, COPNI etc OECD/UN Statistical Classifications as SKOS RDF using authoritative UN URIs.  The classification descriptions are in 4 languages.

 

At the moment they are only available as zipped downloads from the United Nations statistical classifications website [links below], but I am working with Tomasz Janowski (United Nations University EGOV) and Ralf Becker (UN Statistics Division) to get these online and might improve with XKOS to provide the hierarchy.

I think that these should be adopted rather than some non-authoritative version such as the UK Gov one mentioned earlier.

Hi,

 

I'm really not sure we should implement a COFOG-class in the CPOV. Since COFOG is primarily used to categorize state expenditures, I fear classifying public organizations following COFOG would give room to faulty logic. It's the expense you need to classify, not the organization that spends it.

 

Besides, I would have great trouble implementing it. We have a departement for environment, nature & energy. Where would I put it? Level 04.3 - Fuel and energy? Or level 05? And not level 05 as a whole, but somewhere between 05.4 en 05.6...

I agree, that we do not need to define COFOG as SKOS for the CPOV. 

If an existing SKOS taxonomy for COFOG exists, we could refer to it, but since the CPOV is a core vocabulary, this would be rather a soft recommendation.

Commission Regulation (EC) No 113/2002 of 23 January 2002 amending Council Regulation (EC) No 2223/96 with regard to revised classifications of expenditure according to purpose.

Whilst the classification property will definitely remain in the CPOV, linking to a COFOG term will not be mandatory since it is not always possible to do so. However, the vocabulary will require the value of the property to be drawn from a controlled vocabulary, rather than free text.
