Static Data vs Variable Data.  ADMS.F/OSS appears to contain both static data and variable data, and these intrinsically do not co-exist well in a single data structure.  For example, most data about a particular software distribution will be static, but data relating to 'used by' and 'next version' (described as 'newer version of the Asset') could be variable.   The static data associated with 'assets' or 'distributions' is probably all possible to implement in ISO/IEC 19770 tags.

We should keep in mind that the ADMS.F/OSS specificaiton is an RDF Schema vocabulary. RDF is essentially a collection of subject-verb-object triples. Triples containing "variable" data can easily be separated from those containing "static" data.
