The set of syntactic formats specified in ISO8601 is very rich. It
would be better to specify a subset such as the dateTime format of
XML Schema, see http://www.w3.org/TR/xmlschema-2/#dateTime - in fact,
something called "dateTime" data type should probably defined by
reference to this specification of the XML Schema data type and not
by a reference to the much broader set of syntactic formats of ISO8601.
Alternatively, the ADMS.F/OSS specification could simply use dates in
ISO8601 YYYY-MM-DD format without going into the issues of times and
timezones.

The granularity of time should not always be of miliseconds precision, however, in many cases time is recored by systems that do measure time with this level of precision.
