As a project of the "Deutschland online" initiative, XDOMEA was established for the development and updating of the XÖV standard for IT-based exchange and IT-based transfer of records.

It facilitates seamless exchange of metadata and business process information regarding records and their aggregations as well as the exchange of content and metadata avoiding changes in medium. The new standard connects paper based and electronic processes.
