On 27 September 2023, the first report on the State of the Digital Decade was published. This is the first out of a series of annual reports and it summarises the progress that has been made at the digital transformation journey of the EU.

With an assessment of the EU’s performance Europe's 2030 objectives and targets, it focusses the four main transformation pillars: digital skills, digital infrastructure, digitalisation of businesses, and digitalisation of public services. It also monitors the European Declaration on Digital Rights and Principles, that promotes a safe, sustainable and people-centric digital transition, shaped by European values.
The report can be considered a call to Member States to take collective action in order to accelerate the process of Europe’s digital transformation, address the identified investment gaps and enhance the efforts to achieve the goals set by the Digital Decade Policy Programme (DDPP).
