As an integral part of the National Interoperability Framework Observatory (NIFO), the ISA2 Programme is happy to announce the publication of the Digital Public Administration factsheet of the European Union, providing a snapshot of how the EU drives the agenda in digital public services. In addition, the 2020 edition of the Digital Public Administration factsheet of the EU also puts emphasis on the implementation of the European Interoperability Framework (EIF) at the EU level, by illustrating the first results of the level of implementation of the EIF at the European level.

Thus, after the publication of the Digital Public Administration country factsheets, the final act of the 2020 update process involves the elaboration and publication of the European Union’s very own Digital Public Administration Factsheet. This publication comes after the new European Commission headed by Ursula von der Leyen took office as of 1 December 2019, in an effort to always provide the readers with the most up-to-date information regarding the EU and its Institutions. As is the case with the country factsheets, this year’s European Union factsheet presents a revamped template to describe the political initiatives, legislative instruments, main actors, funding programmes, infrastructures and main services that promote Digital Public Administration across the EU. This, in turn, provides the reader with a view over the main trends and developments in the field of Digital Public Administration in Europe.

Examples of the EU-wide policy initiatives that promote Digital Public Administration that are recorded in the EU factsheet include the Shaping Europe’s Digital Future strategy, the Digital Single Market Strategy for Europe, the new European Data Strategy and the Single Digital Gateway Regulation, among others. With regard to EU funding instruments that have been made available to facilitate the implementation of Digital Government solutions, the EU factsheet cites the Horizon 2020 and Connecting Europe Facilities instruments, as well as the upcoming Digital Europe Programme, which is a new funding programme proposed in the Multiannual Financial Framework for the period 2021-2027. Moreover, the EU also offers its own Digital Public Administration infrastructures for public administrations such as the Trans European Services for Telematics between Administrations network (TESTA) or the GÉANT network, to name just a few.

The EU and country factsheets adjoin the yearly European Semester studies, to become one of the  prime sources of intelligence on all Digital Public Administration-related matters in Europe.
