National Interoperability Framework
The National Interoperability Framework (NIF) is a set of standards, policies, and guidelines that ensure that information and communication technology (ICT) systems can communicate and share data seamlessly. It promotes the development of interoperable systems that facilitate data exchange and collaboration between different organizations and levels of government. The NIF provides a common language and a framework for ensuring that ICT solutions are compatible, secure, and reliable, which enhances the efficiency of public services and improves citizen outcomes.

It defines principles, objectives, governance and recommendations in the field of interoperability, and gives specific guidance on how to set up interoperable digital public services. More specifically, this framework, based on the EIF, offers public administrations concrete recommendations on how to improve interoperability in the field of digital government and information and communication technology (ICT) in a sustainable and systematic way. In 2019, the Ministry for Digitalisation set up a working group which in 2020 established an effective governance model for the NIF. In the framework of the NIF governance defined in 2020, the Sectorial Committee for Interoperability of the central government was established, which had its first meeting in April 2021. |
Good Practices
This section provides examples at the national level in line with a selection of different thematic areas of the European Interoperability Framework (EIF). Further initiatives and good practices are available in the country’s Digital Public Administration Factsheet.
Guichet.lu is the information portal that simplifies citizens and businesses' interactions with the Luxembourgish State. It provides a quick, user-friendly access to all the information, procedures and services offered by Luxembourg's public administrations and bodies. It is available in English, French, and German.
Luxembourg's NIF has an operational and clearly defined governance: the Competence Centre for Interoperability (CCIOP) (which also acts as secretariat of the CNI and the CSI Government) has been in place since 2021 at the Ministry for Digitalisation, where regular meetings take place since, dozens of interoperability projects have been carried out or launched, and working groups dedicated to specific topics have been created.
For each legislative proposal, a 'fiche d'impact' describing the impact of the legislation on the digital and the eGovernment side has to be filled and provided to the Government Council before this Council can decide to adopt the proposal or not. Furthermore, since 2021, the Competence Center for Interoperability (CCIOP) of the Ministry for Digitalisation has been offering, in the context of the NIF, a service called 'IOP check' where the CCIOP is providing already in the design phase of a new legislative proposal, and ideally as early as possible, assistance and coaching to the relevant ministries aiming at helping them to take into account by interoperability-by-design in the text of the new legislative proposal.
