Governance - Albania

The table below aims at gathering the administrative and governmental bodies of the Republic of North Macedonia, which are responsible for digital public administration policies and interoperability policies. 

 

National 

The National Agency of Information Society (NAIS) is the core institution for the digitalisation of government services in Albania. It manages electronic systems, hardware, and software infrastructure. NAIS is responsible for procuring, establishing, and managing ICT solutions, implementing e-services through the e-Albania portal, and overseeing the electronic seal and signature, the Government Data Center, and the Government Interoperability Platform. Additionally, it supports the Digital Agenda in line with Law 43/2023 "On e-Governance".

The Commissioner's Office, is tasked with enforcing the legal framework for freedom of information and data protection. This institution monitors compliance with data protection regulations, issues guidance, and works to safeguard individuals' privacy rights and ensures that citizens have the right to access public information, fostering transparency and accountability within public institutions. The Commissioner's Office promotes public awareness about the importance of access to information and personal data protection as fundamental rights.

The Ministry of Economy, Culture, and Innovation, in accordance with the current legal framework, the main directions of the general state policy, and the program of the Council of Ministers, operates in several areas of state responsibility related to: the formulation and implementation of policies in the macro- and microeconomic sphere, drafting and coordinating work for policies in the field of art, culture, and culture heritage, as well as identifying innovative concepts, processes, and new techniques by analysing data in order to develop and draft strategic analyses that enable the discovery of new opportunities for innovation and digitalisation.

The National Authority for Cyber Security is the regulatory body responsible for the supervision and implementation of legislation on cyber security, electronic identification, and trusted services in the Republic of Albania. The Authority's mission is to guarantee a high level of cyber security in networks and information systems, as well as ensuring the security of trusted services, particularly by guaranteeing reliability and security in electronic transections between citizens, businesses, and public authorities, thereby increasing the effectiveness of public and private services and electronic commerce.

National Coordinator for Cyber Security

The Ministry of Infrastructure and Energy has as its mission the drafting and implementation of the general state policy, in the planning and urban development sector, in the infrastructure and transport sector, in the telecommunications and postal service sector, in the energy sector, the use of energy resources and mining and in the industry sector.

The role of the Ministry of Infrastructure and Energy as policymaking in telecommunication sector is defined in the Electronic Communications law in the Republic of Albania which is aligned with EU acquis.

The Electronic and Postal Communications Authority (AKEP) is the regulatory body in the electronic communications and postal services field, which supervises the regulatory framework provided by the law on electronic communications and the law on postal services, and development policies defined by the Council of Ministers. The institutional role, functions, and competencies as a regulatory body in the electronic communications are provided for in the material legislation on electronic communications in the Republic of Albania aligned with EU acquis.

The Ministry of State for Local Government is the institution that connects and represents government policies and international partners with local self-government units. It coordinates the work on policy drafting and the preparation of legal and sub-legal acts related to the activities of local self-government units. The ministry also performs other functions within its area of responsibility, as mandated by law.
