Interoperable Europe Roadshows: Insights from the Portugal and The Netherlands

Interoperable Europe Roadshows successfully brought together representatives from the European Commission’s DG DIGIT and two EU Member States representatives to foster promote collaboration and share best practices on digitalisation and interoperability of public services. 

The purpose of the Roadshows in the context of the Interoperable Europe Act is to create a space of discussion between the Commission and individual EU Member States on cooperation mechanisms, challenges, and opportunities in order to strengthen digital cooperation, efficiency, and innovation across public administrations. 

It is called a “Roadshow” because the European Commission representatives visit the Member State to present the Interoperable Europe Act and its link to the broader EU digital regulatory landscape. They showcase how the EU is supporting the implementation of the Act both in the Member States and within the EU institutions, and present key resources developed to comply with such legislative targets. The Member State, on its side, shares good practices, the status on the implementation of the Interoperable Europe Act, questions, concerns and feedback.

The first Roadshow in 2025 took place in Lisbon on the 18th and 19th of February 2025, followed by a second Roadshow in The Hague on the 12th and 13th of March 2025.

Jorge Sousa, a representative from the Portugal’s Administrative Modernisation Agency, highlighted the importance of these events in creating awareness and in bringing national authorities closer to the European Commission. He explained that the Roadshow in Portugal played a crucial role in spreading the word about the tools and policies developed at European level to encourage the digitalisation of public services. He found the sessions especially helpful in strengthening and consolidating his understanding, as well as in identifying practical ways to continue developing and reusing interoperable tools to serve national needs. Jorge Sousa also highlighted the value of making meaningful connections during the Roadshow, especially on the first day, when national authorities directly engaged with the European Commission representatives. He noted that, on the other hand, this was also a chance for national authorities to show the efforts made and that these are all part of larger and Europe-wide projects, thus increasing mutual understanding and trust at different governance levels. 

From the Netherlands Ministry of Interior and Kingdom Relations, Patrick Knoester also reflected positively on the Roadshow and echoed Jorge Sousa’s thoughts, viewing these events as a platform for knowledge sharing and collaboration. He especially appreciated the session on the Interoperable Europe Act and on the assessments, which he found motivating and a great starting point. Patrick Knoester then underlined that the insights gained during the event are crucial in improving the community, both at the EU and national level, underlying the role of direct exchange with the European Commission and with EU Member States in concretely implementing policies. He sees strong potential in repeating and expanding the scope of the Roadshows and suggested they include also other Directorate-Generals and a broader range of policy areas.  

As he remarked: “Don't underestimate the impact of really getting a feel with the people behind all the legislation and other laws that are coming out of Brussels. It really helps to connect with them and to help each other and get more in depth”.

Both the Portuguese and the Dutch representatives expressed strong support for the Roadshows and encouraged replicating such initiatives across other EU Member States. 

These events have proven to be key opportunities for the two countries and as highlighted by Patrick Knoester and Jorge Sousa, they enabled participants to address pressing topics, engage directly with the European Commission, and align on further steps and events. In brief, the Interoperable Europe Roadshows are more than a space for discussion, they are opportunities to bring European policies closer to the community and to turn them into practical and collaborative actions that can contribute to driving digital transformation across Europe.
