This is version 1.3.0 of the Semantic Interoperability Maturity Assessment of a Public Service (SIMAPS) survey.
This version of the SIMAPS survey has been released on the 30 November 2022 on Joinup.
It is a user-friendly online questionnaire, designed as a self-assessment tool to assist public service owners to evaluate key semantic interoperability aspects of their digital public service.
The current version of SIMAPS (SIMAPS v1.3.0) is available at the EU survey portal.
The release is composed of the following elements:
- SIMAPS v1.3.0 EU Survey portal; the SIMAPS survey is available at the EU Survey portal.
- SIMAPS v1.3.0 User Guide; a PDF document describing the user guide of SIMAPS including the SIMAPS model and the SIMAPS survey.
- SIMAPS v1.3.0 Publication on Joinup; the public web page describing SIMAPS version 1.3.0.
- SIMAPS v1.3.0 Value Proposition; a PDF document which provides the value proposition of SIMAPS v1.3.0
- SIMAPS v1.3.0 Release; an archive containing each of the above mentioned files.
The SIMAPS implements the following:
Principles
Interoperability layers
Conceptual model
SIMAPS implements the following EIF recommendations as explained below:
-
Recommendation 1 | Subsidiarity and proportionality
SIMAPS is a self-assessment tool, designed for public service owners to evaluate key semantic behavioural interoperability aspects of their digital public service.SIMAPS is a self-assessment tool, designed for public service owners to evaluate key semantic behavioural interoperability aspects of their digital public service.
-
Recommendation 16 | Multilingualism
Question D5 of the Service Delivery section of the SIMAPS questionnaire assesses to what extent digital public service provides multilingual documentation about the data, information and knowledge delivered.
-
Recommendation 22 | Interoperability governance
Question D2 of the Service Delivery section of the SIMAPS questionnaire assesses to what extent the public service uses commonly agreed standards to semantically describe the data, information and knowledge delivered (ontology, data model, data syntax, data format). Furthermore, Question C2 of the Service Consumption section of the SIMAPS questionnaire assesses to what extent the public service uses commonly agreed standards to semantically align the data, information and knowledge consumed (ontology, data model, data syntax, data format).
-
Recommendation 23 | Interoperability governance

-
Recommendation 30 | Semantic interoperability
SIMAPS assesses the behavioural aspects of a digital public service, from the semantic interoperability viewpoint. Question D1 of the Service Delivery section of the SIMAPS questionnaire assesses whether structured data, information and knowledge to its end users delivered by the digital public service. Question D3 of the Service Delivery section of the SIMAPS questionnaire assesses whether the digital public service provide rules to map the data, information and knowledge delivered. Question D7 of the Service Delivery section of the SIMAPS questionnaire assesses the metadata documentation about the data, information and knowledge delivered by the digital public services. Furthermore, question C1 of the Service Consumption section of the SIMAPS questionnaire assesses whether structured data, information and knowledge from other services or end users consumed by the digital public services. Question C3 of the Service Consumption section of the SIMAPS questionnaire assesses to which extent digital public services apply specific rules to map the data, information and knowledge it consumes from other services.
-
Recommendation 31 | Semantic interoperability
SIMAPS assesses the behavioural aspects of a digital public service, from the semantic interoperability viewpoint. Question D8 of the Service Delivery section of the SIMAPS questionnaire assesses whether the digital public service delivers data, information and knowledge that is input for a Master data repository. Furthermore, question C5 of the Service Consumption section of the SIMAPS questionnaire assesses to what extend digital public services consume data, information and knowledge from a Master data repository.
-
Recommendation 33 | Technical interoperability
SIMAPS assesses the behavioural aspects of a digital public service, from the semantic interoperability viewpoint. Question D1 of the Service Delivery section of the SIMAPS questionnaire assesses whether structured data, information and knowledge to its end users delivered by the digital public services. Furthermore, question C1 of the Service Consumption section of the SIMAPS questionnaire assesses whether structured data, information and knowledge from other services or end users consumed by the digital public services.
-
Recommendation 38 | Base registries
Question D4 of the Service Delivery section of the SIMAPS questionnaire assesses to what extent digital public service provides documentation about the data, information and knowledge delivered. Question D5 of the Service Delivery section of the SIMAPS questionnaire assesses to what extent digital public service provides multilingual documentation about the data, information and knowledge delivered. Question D6 of the Service Delivery section of the SIMAPS questionnaire assesses to what extent digital public services provides machine-readable documentation about the data, information and knowledge delivered. Furthermore, question C4 of the Service Consumption section of the SIMAPS questionnaire assesses to what extend digital public services consume machine-readable documentation about the data, information and knowledge consumed.
