The Regulatory Impact Assessment (RIA) is a systemic approach to critically assess the positive and negative effects of proposed regulations and summarize the amended or repealed provisions.
The digital platform developed by GRNET S.A. - National Infrastructures for Research and Technology, which operates under the auspices of the Ministry of Digital Governance, is designed as a government to government (G2G) service for document and process management and is custom-designed according to the specifications of the regulatory impact analysis template laid down in the Manual for the Scrutiny of the Effects of Legislation.
RIA platform gathers all impact assessment reports in a single point, thus creating a knowledge base of all previous regulations' impact and guiding a better regulation in the future. RIA platform and process adopts the OECD guiding principles and recommendations for regulatory quality and performance.
The platform has completed the development phase and the testing phase has been initiated.
Since June 2022, and over the course of the five (5) seminars held by the Training Institute of the National Centre for Public Administration and Local Government, the platform has been running in a closed testing environment.
More than a hundred public servants have been granted access to the platform during their training and have had the opportunity to test real world usability. More information on the platform can be retrieved online https://howto.gov.gr/course/view.php?id=20 .
Moreover, GRNET S.A. has had the opportunity to collect and evaluate feedback to improve user experience design, functionality and usability of the platform during this pilot phase.
When the pilot phase is complete, the users will be able to sign in using their personal TAXISnet authentication codes.
The pilot phase is now expanded to allow assigned personnel from all ministries access to the online platform and invitations have been sent out by the Secretariat General for Legal and Parliamentary Affairs of the Presidency of the Government.
The pilot phase is expected to end in June 2023, when the training program for the public servants selected for the executive branch is complete, once the public service executives are appointed to the line ministries and assigned their duties.
