This report assesses the progress of GovTech solutions in Fragile and Conflict-Affected Situations (FCS), examining challenges and opportunities in contexts marked by low institutional capacity and/or active conflict. Primarily intended for practitioners and policymakers in FCS, it also holds relevance for those working in Fragility, Conflict, and Violence (FCV) contexts, at-risk countries, or low-income nations due to shared challenges and opportunities. After having provided with an overview of the GovTech scenario in FCS, the report draws to a conclusion outlining recommendations for designing and implementing GovTech projects in these challenging contexts.
