Need: Issue raised by Mr. Mads Hjorth: it would be interesting to create a new view for a solution called an Introductory or Overview view in which one could visualise the key building blocks of each view in a single diagram. This diagram would effectively represent the very high level view of a solution. This can also be exposed as a feature from the CarTool.
Analysis: Currently the EIRA is lacking an introductory view which visualises the key building blocks of each view in a single diagram, representing a high level view of an Interoperable European Solution. In addition, ISA Action 4.1.2 (Interoperability Maturity Model) developed a conceptual service model, depicted below.

According to this service model, an Interoperable European Solution contains:
- One or more software components providing services that are public service neutral;
- One or more interfaces which are public service neutral.
An Interoperable European Solution service consumes within the context of a specific public service the following:
- One orchestration service specific to the supported public service;
- None, one or more DSI services;
- None, one or more Interoperable European Solution services;
- One choreography services specific to the supported public service.
The Interoperable European Solution service shall be conscious of the public service where the Interoperable European Solution is executed (i.e. all the public services that it supports) to know:
- What public service sensitive input to get;
- From what public service sensitive sources to get it;
- What public service sensitive rules to apply;
- What public service sensitive interfaces to use.
Next to this IMM service model of an Interoperable European Solution, an Interoperable European Solution also adheres to the European Interoperability Framework’s conceptual model for public services depicted below:

Currently, the EIRA views, the IMM-based Interoperable European Solution conceptual model and the European Interoperability Framework-based conceptual model for public services are aligned as follows:
- The European Interoperability Framework-based conceptual model for public services is covered in the ‘EIRA overview documentation’. Facilitating the delivery of electronic public services, Interoperable European Solutions are based on the European Interoperability Framework-based conceptual model for public services. In addition the ‘EIRA overview documentation’ explains how the conceptual model is integrated into the EIRA:
- On the organisational view, the users consume public services, which can be basic or aggregated public services, via a service delivery model.
- An Interoperable European Solution, which facilitates the delivery of a public service, has orchestration and choreography services on the technical application view,
- On the technical application view, an Interoperable European Solution has services for secure communications management and secure data exchange/management.
- On the technical application view, an Interoperable European Solution has a base registry service.
- On the technical application view, an Interoperable European Solution has human or maschine-2-maschine interfaces to leverage external services.
- The EIRA with its 4 views provides a set of architecture building blocks, important to facilitate interoperability.
- The IMM service model of an Interoperable European Solution is covered in the ‘EIRA overview documentation’ with the text used in this analysis above.
However, the valuable EIRA introductory view is not yet available and should be included in the EIRA.
Such an introductory view should be modelled in ArchiMate and should include the following:
- All EIRA views
- All core building blocks per view
- The view definition sentence per view
