CATEX - Cataloguing explosive and pyrotechnic artifices (CATEX)

CATEX (Classification and cataloguing explosive, ammunition and pyrotechnic artifices), is an application provided by the MITYC to manage the catalogue of explosive, ammunition and pyrotechnic artifices provided by the RD 230/1998. CATEX is a project of the administration (MITYC) for the companies of the pyrotechnics,explosives and ammunition sector.

The cataloguing of the explosives  will be executed by means of incorporation to the catalogue of the categories of explosives that have obtained the certificates of conformity and the CE mark. The cataloguing of ammunition will be applied after the presentation of the documented justification of the fulfillment of the tests foreseen in the international Agreements signed by Spain.


The cataloguing of the pyrotechnic artifices will be realized according to the appropriate tests.

The possibility is also offered to the citizens to do a consultation of the state of the cataloguing's electronic process. Necessary corrections  on the initial request can also be made. The interested party receives a notification where the additional necessary documentation or correction is mentioned. The electronic notification of the completion of the integration into the catalogue is also possible thus giving the possibility  to complete the whole cycle electronically.

Policy Context

On March, 1998, the Royal Decree  230/98 is published to approve the Regulation of Explosives. As a result, the Directive 93/15/CEE, relative to the Harmonization of the Dispositions on  the Marketing and Control of  Explosives with civil purposes, must be adapted to to the Spanish legislation.

The directive 2007/23/CE of the European Parliament and of the Council of May 23, 2007 on the Marketing of Pyrotechnic Articles was also very  important. In order to guarantee high levels of protection, the pyrotechnic articles must be classified in various categories according to his level of dangerousness of use, its purpose or its  sound level.

According to article 149.1, paragraph 26 of the Spanish Constitution; the production, trade, possession and use of explosives is an exclusive power of the State. The Ministry of Industry, Tourism and Commerce has competence for the normative development. The elaboration of the Technical Complementary Instructions (IITTCC) and participation in the European regulation has also been implemented.

Description of target users and groups

Citizens and manufacturers of explosives. The information provided by the applications is used by several organizations (Commission of Mines safety, Ministry of Defense, etc.) in order to guarantee necessary safety. Manufacturers can integrate  information about their products.

Description of the way to implement the initiative

CATEX is a project of the administration (MITYC) for the companies of the pyrotechnics, explosives and ammunition sector. The scope of this system covers from the initial request of cataloguing sent by the companies of the sector to  the completion of the process and up to its finalization,  including the public consultation by citizens.

Initially, the companies involved have four types of different requests:

  • Request of cataloguing explosives,
  • Request of cataloguing pyrotechnic artifices,
  • Request of cataloguing ammunition,
  • Request of cataloguing and homologation of accessories.

The form that initiates the process, normally, will be the request of the interested party for cataloguing or  homologation. Once this information is logged, it will not be necessary  to refill them in the forms of later phases. The user  will be able to annex the documentation that he considers necessary or that the Manager of the Department requires. For example, after the initial request, the Manager of the Department can ask for a  correction of  the information or a additional  documentation.

Technology solution

Based on a BPM (Business Management Process) solution CATEX allows the personnel of MITYC to study the application forms, send a mail to the parties in case they should be required to send more information about the  catalog, order the catalog in chronological order and to visualize the results of each  request.

Access allows multichannel across mobile devices in connection with the application CRETA.

Through  the virtual office of the Department of Industry, Tourism and Trade, citizens can contact the companies and initiate the process of the registration  in every record. Internally, the Department supports the process and all the necessary information are located on a database associated with the application in a Microsoft SQLServer 2005. Moreover the General Manager of the whole process, GEN, is in charge of the processing of every  request with its forwarding or closing. The manager has different flow according the requests and their origin (Distributors, sellers or consumers of direct access.

Main results, benefits and impacts

CATEX is the first project based on a BPM solution of MITYC. The use of BPMN (BPM notation) permitted to obtain the workflow of the process and obtain and XPDL based in XML notation to process the information from the BPMN notation, using  it on the workflow engine. CATEX allows the personnel of MITYC to study the application forms, send a mail to the parties in case they should be required to send more information about the  catalog, order the catalog in chronological order and to visualize the results of each request.

Track record of sharing

The catalogue of pyrotechnics is constituted from more than 5 000 registrations. The ammunition catalogue  by more than 3 000 and that of the explosives by more than 500 registrations. There are different forms for the requests made for each category.

Lessons learnt

The legislative bases that regulate the administrative, technical and economic aspects of the pyrotechnics’ production have been set.

CATEX is an example of how electronic procedures can reduce the use of paper.

Public Administrations manage a lot of useful information for citizens. Taking into account citizen needs can be the first step into a successful practice. With the new vision of Web 2.0, Public Administrations find for interoperable systems, using collaborative tools and standards to allow interactive services with citizens and enterprises.

This new point of view will change the public administration portals with the aim to provide more useful and accessible pages for citizens, due to the demand of this kind of servfices.
