Currently properties "foresees_..." apply to documents (works) only. This is an obvious transposition of ELI ontology. However with drafts it would be useful to apply those properties to the legislative process itself. Currently to find all drafts that would change a particular piece of law one has to browse through all pending processes, for each find the last (more recent) draft and check the "foresees ..." property. Also, a process can be registered when there is no existing draft yet, on the very early stage.
