TESTA is the pan-European underlying secure, high-availability communication infrastructure (governmental network) meant for sensitive information exchange between public authorities requiring guaranteed service levels for network, performance and/or security (confidentiality, integrity, authentication, availability).
With guaranteed and stringent SLAs, it allows connected stakeholders and information systems to communicate at trans-European level in a safe, reliable and prompt way.
Target audience
TESTA serves only the EU institutions & agencies, national, regional and local public administrations located in the Member States, UK, EFTA (Iceland, Liechtenstein, Norway, and Switzerland) & candidate countries (currently Montenegro and North Macedonia).
Easily connect and get access
TESTA can be freely reused and accessed if your administration is already (or can be) connected to the Governmental network of your country (with some configuration adjustment at national level to be considered).
There are no further agreements required with TESTA to operate additional data exchanges as the contractual arrangements are regulated centrally by the Commission DIGIT which manages the TESTA service provision Framework Contract.
Short time-to-market to onboard new public entities
By sharing and reusing tools such as common platform infrastructure and common components, it reduces the time to market, at no cost for the connected stakeholders and information system's owner and offers significant reduction in complexity in terms of setup, infrastructure and service management for the country.
Moreover, this guarantees the same overall service level between all administrations thanks to the mandatory signature of a Memorandum of Understanding (MoU) with the Commission DIGIT.
