This month the French cities Narbonne and Tulle are the first to officially use two specially made Open Source programmes for the verification, validation and safe transportation of electronic documents. The document handling applications are tailored to French administrative law.
The programmes will also be used soon by all the civil administrations in the Department Les Landes, in the southwest of France and one of the country's 83 administrative regions.
The software should enable French administrations to securely transfer electronic information to other governmental institutes. All documents are electronically signed and validated in accordance with France's administrative law.
The applications are developed by Adullact, a French association of developers focusing on Open Source software for civil administrations. Adullact last year developed S²LOW (Service Sécurisé libre inter-Opérable pour la Vérification et la Validation) an Open Source service for the secure verification and validation of documents. They also published Parapheur Electronique, an application for the handling of documents. The Parapheur is the first tool designed, built and tested by the association. It is based of the Open Source content management system Alfresco.
Both applications are published using the French version of the GNU GPL public license, CeCILLv2.
