The European Commission’s Directorate-General for Research and Innovation has published a report on the potential of emerging digital technologies in the public sector, particularly emphasising the virtual worlds. Authored by the Innovation Friendly Regulations Advisory Group (IFRAG), this document explores how virtual worlds could transform public services across the European Union over the next decade.
The study outlines three potential scenarios for the development of virtual worlds, each with varying implications for governance, innovation, and public service delivery. These scenarios range from a predominantly community-owned model to a corporate-dominated model, with a third hybrid approach combining elements of both. For instance, the report speculates on the impact of a community-driven virtual world in enhancing participatory governance and accessibility in public services. Key sectors such as healthcare, education, and emergency services are highlighted as areas that could significantly benefit from these advancements.
However, the report also underscores the risks associated with the potential dominance of non-European entities in developing virtual world infrastructures. It raises concerns about data protection, interoperability, and the alignment of virtual ecosystems with EU values, which are important considerations for future developments.
In its conclusions, the IFRAG's report suggests that while the existing EU legislation, including the AI Act and the Digital Services Act, might suffice in the short term, targeted amendments will likely be necessary as virtual worlds continue to evolve. The report advocates for a broader socio-technical approach that addresses the complex interplay between people, industry, infrastructure, and governance to ensure that virtual worlds are developed in a way that is both innovative and aligned with European values. Anticipated to be a foundational document, this publication aims to guide future regulatory decisions and public sector innovations, guiding the EU in leveraging virtual worlds to enhance public service delivery while safeguarding citizens' rights.
