The International Commission on Civil Status - ICCS (in French, La Commission Internationale de l’État CiviI - CIEC) is organising a dissemination semminar on its 'ICCS-CIEC Data Exchange Platform and Infrastructure' implemented by UBITECH on 19 November 2012 in Brussels, Belgium.

About ICCS
The International Commission on Civil Status (ICCS) is an intergovernmental organisation whose aim is to facilitate international co-operation in civil-status matters and to further the exchange of information between civil registrars. It carries out studies and draws up recommendations or conventions, aimed at harmonising the law of the member States and at improving the operation of civil-status departments. It has agreements with the Council of Europe, The Hague Conference, the European Commission and the UNHCR may collaborate with third States and bodies having an interest for civil-status purposes.
ICCS has drawn up 33 Conventions, many of those providing for an international exchange of civil-status data (between civil registrars or centralised authorities of contracting States, either automatically or on request) or for the issue of civil-status documents to individuals that are all implemented by means of standardised forms, either multilingual or coded, which are accepted, with full legal value, without translation and legalisation (or any equivalent formality) in the territory of each contracting State. A specific Convention regulating the use of the Platform and dealing with the legal value to be attributed to data transmitted electronically and compliance with applicable European data protection requirements (notably through utilisation of electronic signatures) has been drafted.
ICCS-CIEC Data Exchange Platform Scope
The ICCS-CIEC Data Exchange Platform and Infrastructure is to provide States with secured IT tools allowing them to implement international obligations undertaken on ratification of ICCS Conventions. The Platform is also to allow national authorities to use the Platform for internal and bilateral communications and in appropriate cases it can be extended to States outside the ICCS circle (in European countries and worldwide). It is to end up not just as a prototype but as a real production system for the participating States. Giving authorities the possibility to issue and exchange civil-status data by electronic means will accelerate and facilitate exchanges of information, which is of particular relevance when considering the increasing number of situations involving international elements.
Expected results
Open, generic Data Exchange Platform Technical Architecture. Development of software infrastructures and utilities, such as:
- A Civil-Status Authorities Directory (Municipality Table) and the Routing Scheme.
- A user-accounts Directory and Registration Process.
- XSD Models and Forms generated by applications tailored to civil-status requirements.
- An Authoring Environment and Exchange Infrastructure.
- A Certificate Authority and Security Infrastructure.
- An Integrated Data Exchange Platform.
