The riskmap system in the Netherlands is an interactive computersystem based on Geographic positioning of several Risktypes. A riskmap is a powerful instrument for public awareness. Legally embedded instrument for citizins and professional users.

Fully based on public law. Riskcommunication to citizens and Disastermanagement for 13 risktypes including a.o. Risks involving Hazardous substances (Flammable, Explosive, Toxic and Nuclear), Flooding, Forest Fires, Earthquakes, Accidents (water, traffic, air, tunnels), Public disorder etc...

Steering comittee with ministeries and regional and local government representatives. Projectteam with 13 projectmanagers. Architecture in place for every organisation (Central approach an dregional approach) Dutch provinces are the driving partners Multi-channel issues: Online (Internet) starting with a local, regional or Countrywide starting region. Gis-viewer or WMS-service or WFS-service (all Oen source or Open Gis standards). Download facilities in reports and GIS-formats.

Main results, benefits and impacts

More than 100.000 Objects in Central Database. Objectinformation is maintained by more than 500 government-organisations and the quality is improved. Reactions of public is used to improve quality. The riskmap system can be viewed by internet and is in use by citizens, government and others. Innovation: All the data is stored in a central Database in the Netherlands with Geo-positioning. The architecture is so defined that the data is replicated to the 12 dutch provinces and to a Central riskmap of the Netherlands. With a Viewer (Open source; Flash; Flamingo!) the data can be viewed via Internet. In the database is for every object a secure URL generated for additional reports(Crystal reports). The dta can be viewed with a viewer and is supported as Services (Open GIS in WMS and WFS).

Track record of sharing

Standardisation improved very much in the 12 provinces (all using the same tools; Databases, GIS-facilities and viewer). Especially the GIS-viewer is now used for more disciplines.

Lessons learnt

- Countrywide system can only be achieved in close coöperation between Central, regional and local government-organisations. - Build as designed in the project. - Quality of data can only be achieved if the system is based on law. Scope: International, Local (city or municipality), National, Regional (sub-national)
