MyCiP uptakes the CRS (smart card free alloted to all Lombardy residents) in order to increase health and public administration (P.A.) eServices in three Italian municipalities (275,453 inhabitants) exploiting a safe, tested and interoperable software. This Lombardy Region Framework Project sustains the citizens wish of saving time thanks to a more interoperable health and administration.
Policy Context
On last February Italian Ministry for Reforms and Innovations in Public Administration wrote the eGovernment Factseets; moreover it layed the strategic giudelines for the national eGoverment system implementation. About 10 workshops GOPP were hold with the partecipation of involved P.A. stakeholders. A negotiating table was estabished and a work strategy was set. It leaded to an Agreement Protocol that pinpionted timetable and blinded each P.A. to carry on the project; to go straight on further implementations; and to involve other local public utilities (gas; water)Main results, benefits and impacts
MyCiP exploits existing tools (smart card alloted to all Lombardy residentes and concerning software and PIN code) to offer citizens eServices. i.e. you can book physical examinations; change your family doctor; enter public nursery ranking, ask for school bus and meal services; obtain handicapped persons parking coupons; obtain civil status documents; count ICI (Imposta Comunale Immobili) -a Local tax on real estate- MyCiP brings in public servants a new working concept (interoperability between P.A.; decrease of paper documents; advertising of their activity) and starts a new mamagement flow that will evolve more and more.
