The local community is where most contacts exist between the administration and the citizens. The primary goal of Media@Komm is therefore to introduce e-government in the towns, cities and local communities, i.e. to create virtual town halls. The Federal Ministry of Economics and Labour set up the focus project MEDIA@Komm at an early stage. This project enabled the vision of a digitally networked community to be implemented step by step in the model regions of Bremen, Esslingen and Nürnberg. These three regions were the prizewinners in the national competition staged by the Ministry in 1999, and now they play a pioneering role in local e-government.

The expectations were fulfilled. With over 300 practical solutions (about 200 involving electronic signatures), tangible e-government was created. One of the highlights is the newly developed e-government standard for data exchange: OSCI (Online Services Computer Interface). This standard has already become established in Germany, and I am optimistic that it will be used throughout Europe. World-wide interest in e-government made in Germany has risen. This is also shown in various international awards and commendations.
