For a deployment in a Tomcat 4.1.x with JDK 1.4.1 it is necessary (similar as
with JDK 1.3.x) to put the Xerces 2.0.2 jars into the
$TOMCAT_HOME/common/endorsed directory.

Two things should be changed in the WS distribution:

- change documentation file $MOA_HOME/doc/moa-spss/sp-admin_1.html in
section "Basis-Installation, Deployment des MOA SP/SS Webservices in Tomcat",
bullet no 4: Add Xerces as library to be copied
- distribution: Add lib files xercesImpl.jar and xmlparserapis.jar to
$MOA_HOME/endorsed14
