To support the compliance checks carried out by Commission staff on national measures transposing EU directives, the implementation of a proof of concept (PoC) to showcase the benefits and feasibility of applying text mining techniques was required.  

The objective of the proof of concept showcasing the use of big data in the procurement domain, in cooperation with DG GROW, is to prove the usefulness and policy benefit that big data can bring.

The PoC shall also demonstrate the use of natural language analysis techniques to check the compliance of the transpositions sent by the European Member States related to EU directives. In the context of the PoC, one directive and its respective national transpositions will be analysed, with the objective of supporting the manual checks currently done by European Commission staff.

Attached for your information, the source code of the project is located in the "Grow_Source_code.rar" file, where you can find the software implementation of the project. The enclosed documents present information about every stage of the project, such as the Proof of concept (PoC), requirements, technological architecture and final project report among others.

All the information presented in this project should be treated as a "Beta-Version". Ongoing work is still in progress to fulfil all the user requirements. The "Final-Version" of the project is expected to be published on February 2017.
