In order to fulfill the European Commission's vision of borderless digital public services, public administrations must tackle both organisational and governance challenges. The European Interoperability Framework (EIF) provides a model for addressing these and other interoperability issues, which it labels as "organisational interoperability" and “integrated public service governance”. The document includes an overview of the challenges usually faced in organising interoperable digital public services and also offers a checklist with good practices for organising such services.
As such, these recommendations can also give insights for the interoperability assessments under the Interoperable Europe Act and could help in assessing where a new binding requirements might have an effect on cross-border interoperability.
