This report is a deliverable of ISA Action 1.17, A Reusable INSPIRE Reference Platform (ARE3NA), that supports the implementation and reuse of the INSPIRE Directive, including how components of INSPIRE such as data models can be reused to aid cross-border and cross-sector interoperability in public administrations across Europe.

The report outlines a methodology for the creation of INSPIRE data in the linked data format of the W3C's Resource Decription Framework (RDF) based on best practices and experiments with a group of experts from across Europe.

The report presents the main conclusions of this work as a methodology to represent INSPIRE as linked data.

It also acts as the starting point for further work in applying the guidelines to practical cases to aid their refinement and wider potential application.
