dct:type on dct:LicenseDocument seem intended to capture many licensing aspects: permissions and duties like "royalties required" (which ODRL has a very complex model for) as well as types of licenses (e.g. public domain, for which ODRS uses a subclass of LicenseDocument). And dct:type on dct:LicenseDocument could be expected to about about something quite different, i.e. the "type of a document".

My point is not to remove the role currently played by these types. This info is needed. I'm just saying that this is quite a stretch stretch from what one would expect as semantics for a 'type' property. Maybe another property could have been a better fit.
Analysis: Issues related to licence types have been discussed before in issue https://joinup.ec.europa.eu/discussion/pr23-remove-licence-type-licence-document. The decision was that the licence type should not be dropped. The controlled vocabulary that must be used was agreed between W3C and the European Commission.
