You have received existing software components under the licence BSD, MIT, X11, Apache (or any other permissive licences)
Your program, which may use, be linked or take over some code from the received components can be licensed by you under any licence of your choice (for example, the EUPL or the GPL). In some cases, you may even select a non-open source licence (a proprietary licence). This makes possible the licensing of your program "as a whole", even when it is for some parts a derivative of received components.
However, please note that the licence of the received component itself should never be changed (no "re-licensing") even if this component was modified or improved by you. For the same reasons of respecting other authors' copyright, permissive licences forbid to remove the copyright notices from the covered code.
