What is the Core Assessment Vocabulary (CAV)?
The Core Assessment Vocabulary (CAV) is a CAMSS Vocabulary that represents and defines what an “Assessment” of “assets” is and how to perform the assessment based on “Criteria”. It is a domain-agnostic vocabulary, meaning that it can be used to assess any type of assets.
CAV is a specification that assures and controls quality of data and information at the basis of standards and specifications for the design and development of interoperable systems supporting Digital Public Services.
The latest release of CAV is the v1.4.0.
The approach to develop the Core Assessment Vocabulary, and the other CAMSS Vocabulary, CSSV, follows two fundamental principles:
- Reuse consistently: respect and reuse already existing and commonly agreed interpretation of concepts and ontologies (e.g., DCAT, CCCEV, FOAF etc.), thus facilitating semantic interoperability.
- Separate constraints: isolate technical and business limitations and rules as much as possible to ensure flexibility and cost-saving quality of the implementation and maintenance of the “core ” vocabulary.
Based on these principles and existing vocabularies, CAV complements non-existing or partial definitions, especially to serve the purposes of CAMSS, for example:
For what? You are working on the…
- Assessment of Digital Solutions, standards and specifications
- Definition of specifications and assessments
- Binding requirements assessment support as per the Article 3 of the IEA
For whom? You are a...
Business analyst, enterprise or solution architect
Working in the implementation of Digital Public Services in a specific policy domain or in cross-domain infrastructure services.
ICT procurer
Working in the identification and assessment of standards and specifications in a public procurement process.

Why? Benefits
The Core Assessment Vocabulary includes and defines the principal elements involved in the assessment of an asset, independently of what the asset is. By reusing other vocabularies and defining a reusable and extensible data model, it can facilitate the exchange of information between agents.
It allows to structure the data and enable the interoperability of assessments on “anything” that can be required via criteria and evidence.
This way, key benefits of using CAV are:
- Enhanced data quality: By defining and reusing standardised vocabularies, CAMSS Vocabularies like CAV ensure the accuracy and consistency of data, leading to higher quality information.
- Efficient data integration: CAMSS Vocabularies simplify the collection of data from various sources, making it easier to analyse and combine information.
- Enhanced collaboration: CAMSS Vocabularies support better collaboration among organisations and IT systems, as they provide a common language for data exchange in a machine-readable format.
- Scalability and relevance: The domain-agnostic nature and flexibility of these vocabularies allow them to adapt to growing and changing data needs, ensuring they remain relevant over time.
