URI sets and DCAT-AP

This is to ask whether recommending best practices for catalogues, datasets, and distributions is in scope or not with DCAT-AP.

We could maybe include a section to point to existing guidelines for URI assignment and management, such as http://joinup.ec.europa.eu/document/10-rules-persistent-uris and national approaches (UK, NL, others).

Maybe also useful if we add also references to something like the Best Practice Recipes for Publishing RDF Vocabularies here.
