The Location Interoperability Framework Observatory (LIFO) monitors the implementation of location interoperability good practices in European public administrations, based on the level of adoption of recommendations in the EULF Blueprint.

The overview of 2020 location interoperability status in Lithuania is based on the information provided by Lietuvos Respublikos žemės ūkio ministerija (Ministry of Agriculture)

Overview 

The information collected through the LIFO 2020 data collection indicates that Lithuania is generally positioned below the European average.

The score for “Digital Government Integration” is very close to the European average. In this focus area the main strength is in the significant use of the SDI to develop and deliver digital public services across government. This is not the case, however, for cross-border digital public services. Another relevant gap is the limited application of a collaborative methodology when developing or delivering location-based digital public services.

In the “Policy and Strategy Alignment” focus area, the country would be better positioned relative to the European average but for the lack of reference to geospatial standards in the procurement of location data and related services. On the contrary, the country’s practices on location information and SDI strategies, open location data policies and location data privacy even show an improvement over the average scores.

Under “Standardisation and Reuse”, the country also performs quite close to the European average mostly thanks to the high level of conformity of spatial datasets and network services with the INSPIRE specifications. The focus area index has been negatively affected by the lack of a structured architectural approach for location data and services in the SDI.

Wider gaps with the European average appear in the two remaining focus areas. Under “Return on Investment”, the country’s positioning suffers particularly from the scarce communication about the availability and benefits of location data and location-enabled digital public services to raise awareness and understanding and from the lack of a strategic approach to fund location-enabled initiatives. A positive note lies in the availability of a system of portals facilitating the discovery and use of public sector location data by different stakeholders.

The biggest area for improvement is in “Governance, Partnership and Capabilities”, where the main weakness is the lack of partnership agreements to ensure the successful development and exploitation of Spatial Data Infrastructures. Furthermore, only a few initiatives are organised to raise awareness and develop geospatial skills.

LIFO index for 2020

The value of the overall LIFO index combining the scores for all focus areas is 0.42, which reflects the gaps in terms of location interoperability. This compares with a European average of 0.55.
