This report is a follow-on from the “Authentication, Authorization and Accounting (AAA) for Data and Services in EU Public Administrations” project launched by the JRC as part of Action 1.17 of the ISA Programme, A Reusable INSPIRE Reference Platform (ARE3NA).
It outlines an investigation into the different AAA-related barriers currently present for datasets registered in the INSPIRE Geoportal. The work has involved exploring the different access control mechanisms being put in place by Member States' organisations and the error codes that can be found when trying to access INSPIRE Network Services for the underlying data and metadata being served as part of the infrastructure.
In particular, the work has involved creating a tool to query and extract data from the geoportal relating to access control and the licencing of INSPIRE data. The output dataset can then be used for further statistical analysis and experiments to understand the scope of the issue in detail and, in turn, evidence to discuss with INSPIRE stakeholders why some of the technical and organisational AAA approaches are needed and how European-level AAA solutions could play a role in further implementing the Access Management Federation (AMF) testbed that ARE3NA has developed.
