The third release of the Specification of Registry of Registries Editor's Draft version. This document has been updated based on the feedback received from the working group members.

Main changes:

Updated to DCAT-2 model;
Added the ELI-related model;
Catalogue records included;
List of controlled vocabularies;
cv:hasLegalResouce to Services.
Added quality properties

Please add dcat:Resource cpsv:follows cpsv:Rule in Fig. 2 and in Chap. 3 accordingly, unless this will be in DCAT-AP v.2. In Issue 03 and Issue 07, this is shown as conformsTo, dct:conformsTo has range dct:Standard not cpsv:Rule.

Please add dct:type to cpsv:Rule in Fig. 2 and in Chap. 3 accordningly, unless this will be in DCAT-AP v.2. We need to classify rules, e.g. non-disclosure, disclosure etc. (which is before and not the same as type of eli:LegalResource).
