IMPACTS-EDIC launches with first Members’ Assembly in Athens

On 5 March 2026, representatives of European public administrations came together in Athens for the official launch of the IMPACTS-EDIC, a new European Digital Infrastructure Consortium with the goal of driving forward interoperable digital public services in Europe.

Hosted by the Greek Ministry of Digital Governance, the event brought together representatives from participating Member States, observer countries and the European Commission to mark the start of a new collaboration designed to accelerate the development of shared digital solutions for public administrations.

By strengthening cooperation between countries, IMPACTS-EDIC aims to help in the creation of safe, efficient and seamless cross-border public services between citizens and businesses across the European Union.

A new collaboration for interoperable public administration
IMPACTS-EDIC, or Innovative Massive Public Administration interConnected Transformation Services European Digital Infrastructure Consortium, was established in December 2025 and supports the ambitions of the EU’s Digital Decade, whilst contributing to the implementation of the Interoperable Europe Act.

The initiative provides a framework for countries to collaborate on the development, testing and deployment of interoperable digital solutions for public administrations. By working together on common digital building blocks, shared infrastructures and open standards, participating countries aim to make public services more efficient, secure and accessible across borders.

The consortium will also contribute to the implementation of multi-country projects that support the digital transformation of public administrations and the delivery of innovative, citizen-centred services across the European Union.

High-level participation from across Europe
The launch event gathered representatives from the founding members of the consortium: Croatia, Greece, Hungary, the Netherlands, Poland and Ukraine, as well as several observer countries including Cyprus, Finland, Germany, Luxembourg, Malta, Norway, Romania and Slovenia.

The opening remarks were delivered by Dimitrios Paparastergiou, Minister of Digital Governance of Greece, and Prof. Dimosthenis Anagnostopoulos, Secretary-General of Information Systems and Digital Governance of Greece’s Ministry of Digital Governance. Philippe Van Damme, Deputy Director-General for Digital Services at DG DIGIT, highlighted the importance of cooperation among countries in making interoperable public services a reality, “Partnerships, practical projects and common investments are what make interoperability real and operational. By working together, we can build shared, sovereign, and reusable digital solutions that strengthen Europe’s digital sovereignty and benefit public administrations across the European Union.” Looking ahead, he also emphasised the importance of long-term commitment and continuity, “For IMPACTS-EDIC to succeed over time, we need to build strong foundations but also maintain expertise, build institutional memory, and scale up operational capacity. We must ensure this is not a one-off project but a living, evolving engine for digital transformation. The Commission stands ready to support you - but ultimately, sustainability will come from your continued commitment and ownership.”

Interventions from the founding members were also given by Zoriana Stetsiuk, Deputy Minister of Digital Transformation of Ukraine, Viktor Szabo, Deputy State Secretary for Energy ICT at the Hungarian Ministry of Energy, Bartosz Dominiak, Director General at the Ministry of Digital Affairs of Poland, Nikola Modrušan, Director General at the Ministry of Justice, Public Administration and Digital Transformation of Croatia, and Patrick Knoester, Coordinating Policy Officer for Standardisation and Interoperability at the Ministry of the Interior and Kingdom Relations of the Netherlands.

The event was also an opportunity for participating countries to present their national priorities, digital initiatives and areas for collaboration within the consortium.

Looking ahead
IMPACTS-EDIC is expected to play an important role in supporting new multi-country projects that advance interoperable public administration across Europe. These initiatives will focus on developing shared solutions, strengthening interoperability skills and furthering innovation in areas such as GovTech and AI-ready digital services. By bringing together expertise, resources and strategic priorities from multiple countries, IMPACTS-EDIC aims to create a lasting framework for cooperation and help build a more connected European public sector.
