Description: The objective of the IQAT© is to allow Solution Owners to assess the Potential Interoperability of their software solutions supporting Public Services.
The toolkit is based on a specific conceptual model for the Interoperability assessment of software solutions, which relies on four interoperability areas: Interoperability (IOP) Governance, Software Architecture,
Human-to-Machine Interfaces and Machine-to-Machine Interfaces.

Interoperability Quick Assessment Toolkit (IQAT) implements the following recommendations as explained below:

The IQAT assesses whether the solution publishes its data as open data and in which formats.
✅ Recommendation 4 | Principle 2: Openness
The IQAT assesses whether the solution is based on open specifications, when possible.
✅ Recommendation 8 | Principle 5: Technological neutrality
The IQAT assesses the extent to which the effectiveness and efficiency of different solutions as well as different technological options considering user-needs, proportionality and balance between costs and benefits were evaluated.

The IQAT assesses whether the solution being deployed is available through multiple channels.

The IQAT assesses to which extent end-users were involved in co-creation of the solution.

The IQAT assesses to which extent to solutions being tested is accessible to all users (assesses the level of e-Accessibility).

The IQAT assesses the extent to which multilingualism is considered and implemented when designing a solution.

The IQAT assesses the extent to which the simplification of processes was considered and applied when operating the solution.

The IQAT assesses whether a long term preservation policy is in place for the solution being developed.

The IQAT assesses whether a transparent and objective approach to selecting standards when selecting or procuring solutions is in place.

The IQAT assesses to which extent to which interoperability agreements and change management processes to ensure continuous service delivery were applied during the operation of the solution.

The IQAT assesses to which extent coherence with relevant legislation has been evaluated when designing a solution.
✅ Recommendation 30 | Interoperability layer: Semantic interoperability
The IQAT assesses to which extent the process of appropriately generating, collecting, managing, sharing and protecting data was applied when operating the solution.

The IQAT assesses whether data quality assurance plans were considered and applied during the operation of the solution.
✅ Recommendation 41 | Conceptual model: Open data
The IQAT assesses the extent to which processes to integrate the opening of data in common business processes and working routines, and also when developing new information systems were applied during the operation of the solution.
✅ Recommendation 46 | Conceptual model: Security and privacy
The IQAT assess the extent to which security and privacy strategies (or recommendations, guidelines, etc.) to ensure secure data exchange were considered during the operation of the solution.
