Name of the solution: Core Public Service Vocabulary Application Profile (CPSV-AP)

Description: The Core Public Service Vocabulary Application Profile is a data model that has been developed in the context of a Working Group for describing public services

The main focus of the CPSV-AP version 1.00 was the description of public services and business events on the Points of Single Contact which each Member State had to implement in the context of the Services Directive (2006/123/EC).

Core Public Service Vocabulary Application Profile (CPSV-AP) implements the following recommendations as explained below:

✅ Recommendation 4  | Principle 2: Openness
The CPSV-AP data model is based on open specifications. Hence, by reusing it, public administrations will in turn be giving preference to open specifications. 

✅ Recommendation 5 | Principle 3: Transparency
Reusing the CPSV-AP will help public administrations to put together interoperable and machine-readable Catalogues of Public Services, hence giving internal visibility to its resources as well as providing an external interface. 

✅ Recommendation 6  | Principle 4: Reusability 
Using CPSV-AP to put descrive a Catalogue of Public Services contributes to its reuse. Additionally, under the action reusable software solutions for the creation, management and exchange of public service catalogues are developed.

✅ Recommendation 8  | Principle 5: Technological neutrality
CPSV-AP, being a data model, does not impose the use of any particular software, hence ensuring technological neutrality.

The use of CPSV-AP to describe Catalogues of Public Services helps to ensure interoperability and facilitate the exchange of information, hence enhancing data portability.

✅ Recommendation 11  | Principle 6: User-centricity
The creation of CPSV-AP was made possible thanks to the continous collaboration of over 16 Member States across Europe. Hence, public administrations play an active role in the design and implementation of this solution. 

✅ Recommendation 13  | Principle 6: User-centricity
The creation of a Catalogue of Public Services by public administrations helps to ensure the implementation of once-only principle, by gathering all services in one place. 

✅ Recommendation 31  | Interoperability layer: Semantic interoperability
The use of CPSV-AP to describe Catalogues of Public Services helps to avoid fragmentation and duplication of data related to public services and in turn helps to ensure appropriate management of metadata, master data and reference data.

✅ Recommendation 33  | Interoperability layer: Technical interoperability
CPSV-AP is based on open specifications. 

✅ Recommendation 42  | Conceptual model: Open data
The use of CPSV-AP helps to publish data related to public services using a standardised Europen data model, hence ensuring cross-border and cross-sector interoperability. 

✅ Recommendation 44  | Conceptual model: Catalogues
Public administrations can use CPSV-AP to describe their Catalogues of Services in a standardised way.
