The Interoperable Europe Academy has released a new policy brief: Suomi.fi: Finland’s Unified Digital Platform for User Centric Public Service.

This policy brief focuses on Finland’s Suomi.fi platform as a leading example of a user-centric digital government initiative. It examines how the platform evolved from an informational web service into an integrated ecosystem that connects citizens, businesses, and public administration through interoperable digital services. 

Finland has long been a pioneer in digital government services, committed to simplifying and unifying the interactions between citizens, businesses, and public administration.

At the foundation of this is the Suomi.fi platform, which represents a comprehensive, user-centric digital ecosystem that aggregates multiple public services into a single, coherent portal. This initiative directly addresses the challenges of a fragmented digital landscape by providing guides on various topics that walk citizens and organisations step-by-step through important life events. 

This policy brief provides a detailed overview of the Finnish experience with developing and scaling a user-centric platform for digital services, offering key lessons learned for the benefit of other Member States considering similar initiatives. This analysis is based on a synthesis of key insights derived from an in-depth interview with the Suomi.fi team and comprehensive desk research into Finland’s broader digital policy landscape.
