You may download the UTF8 version of the EN linguistic version of the EUPLv1.2

Please note that you may not modify the EUPL and keep the name EUPL. If you modify  the  text, it is not the EUPL anymore.

But you may complement it by other complementary agreements that provide more rights to recipients and/or are not in contradiction with the EUPL (for example, determining a specific arbitration jurisdiction).
