The tenth edition of a monitoring report on eGovernment in Spain’s autonomous communities was published on 29 December. The report indicates the state of electronic government services for all communities and regions. The report, compiled in November and December 2014, is based on data collected in 2013.

A comprehensive table of government tasks and services in the report (pages 40 - 43) shows that the communities of Madrid, Cantabria and Andalucía are the most advanced in making these services available electronically. However, the report does not aim to rank the regions, but merely describes and lists the quality of eGovernment services per region.

Topics covered by the report include:

  • simplification of administrative procedures;
  • online availability of government services;
  • electronic document services;
  • open data;
  • eDemocracy;
  • mechanisms for participation in the legislative process; and
  • participation in social networks.

The report also includes tables showing interoperability of government services. Interoperable services simplify online procedures. These services make relevant data accessible to other services. One of the advantages of this is that citizens and companies do not have to authenticate themselves repeatedly.

The document was compiled by a working group for ‘Monitoring, Indicators and Measures’, which includes representatives from all the Communities and Regions. The working group is coordinated by the Autonomous Community of Galicia and Spain’s Ministry of Finance and Public Administration. The group aims to:

  • monitor the progress of the regional administration to eGovernment;
  • annually provide a snapshot of eGovernment services;
  • build consensus among the communities on the methodology for monitoring; and
  • make recommendations to help accelerate the modernisation process.
