EU governance rules under AI Act become effective

The governance framework of the EU AI Act is officially in place, as of 2 August 2025. The operational status of the below key EU bodies are as follows: 

• The European AI Board, comprising representatives from all Member States, is fully operational. 
• The Scientific Panel of independent experts, whose rules have been adopted, is now open for applications. 
• The AI Act Advisory Forum, which includes stakeholders from civil society, academia, and industry, is also accepting applications. 

At the national level, Member States are required to designate competent authorities responsible for enforcing and supervising AI regulations, they have powers for investigations, designating notified bodies for pre-market approvals, and setting up AI regulatory sandboxes. The Commission is reviewing these notifications and will publish a consolidated list of authorities in due course.
