DRPM success story: Germany presents Electricity Duty Act

How can legislation be designed to be digital-ready from the very start? Learn from Anja Weihs (BMF) and Benedikt Liebig (DigitalService) how Germany applied digital-ready policymaking principles in the context of the Electricity Duty Act.

Through close cooperation between the Federal Ministry of Finance (BMF) and DigitalService, the project team designed a truly digital-ready law aimed at reducing administrative burden, lowering costs, and streamlining policy implementation. Digital aspects were integrated early on, significantly improving efficiency and the overall process.

By understanding the needs of customs authorities, visualising existing workflows, and addressing key bottlenecks, the team suggested a solution capable of handling a potential 20-fold increase in applications, up to 600 000 per year.
