Building the AI Toolbox for the European public sector

The European Commission's Apply AI Strategy, the EU’s overarching strategy for AI adoption across sectors, introduces the ‘AI-first’ policy and sets out initiatives to support the adoption of AI in the public sector

One of the Commission's commitments is the development of the AI Toolbox for the European public sector, which provides a repository of practical tools, guidance and reusable resources to support public administrations in adopting and using AI responsibly. 

The Toolbox brings together open and reusable solutions that align with the principles of the European Commission and the requirements of the AI Act. These are explained in the AI Act Service Desk. The Toolbox also complements sector-specific initiatives, such as the Justice IT Toolbox, which brings together AI and other digital tools developed by the Member States for the justice sector.

Why AI matters in European public administration

AI is not only a  technological innovation, but also an organisational transformation. Its adoption requires new skills, governance mechanisms and institutional capacity within public administrations. 

Public administrations across the world are adapting to these changes. 

Under the AI Act, an AI system is defined as a machine-based system that operates with varying levels of autonomy and generates outputs, such as predictions, content, recommendations or decisions, that influence physical or virtual environments. General-purpose AI refers to AI models trained on large amounts of data that can perform a wide range of tasks and are becoming the basis for many AI systems in the EU.

How Member States are advancing AI in the public sector

In the EU, artificial intelligence is being used within a strong regulatory and values-based framework. Several Member States, at both national and regional levels, have already issued guidelines on the responsible use of AI in public administration (see additional resources). They provide public officials guidance on designing, developing, deploying and maintaining AI solutions.

These guidelines support the practical use of AI by helping organisations comply with applicable legislation while allowing them to develop more detailed internal guidance where needed.

Measuring AI adoption is essential for monitoring progress, identifying gaps and supporting evidence-based policymaking at EU and national level.

These frameworks assess: 

  • enabling conditions, such as digital skills, data infrastructure and interoperability; 
  • governance readiness, including AI strategies, ethical safeguards and oversight mechanisms; 
  • and the digitalisation of public services.

AI in the EU regulatory and international context

National frameworks are complemented by several EU legislative instruments, including the AI Act, the General Data Protection Regulation (GDPR), the Interoperable Europe Act and the Data Act. Together, these instruments help ensure that AI systems used by public authorities are lawful, safe, transparent, interoperable and respectful of fundamental rights.

The AI Act introduces a risk-based approach, classifying AI systems according to their potential impact on individuals and society. Public-sector applications, such as biometric identification or access to public services, may be considered high-risk and must meet strict requirements for transparency, human oversight, risk management, and documentation. 

Complementary EU strategies, including the European Digital Strategy, the Digital Decade Programme 2030, and the European Data Strategy support the development of trustworthy AI while strengthening digital infrastructure, open source solutions, data sharing, and cross-border interoperability. 

This approach also aligns with international guidance from organisations such as the OECD and the G7, which promotes trustworthy and human-centred AI in the public sector.

Benefits, risks and typical use cases of AI

When applied responsibly, AI offers significant benefits for public administrations. Examples of AI use cases in the public sector include:

  • Citizen interaction tools (e.g. chatbots and virtual assistants); 
  • Document processing and administrative automation (e.g. translation and workflow automation); 
  • Fraud detection and risk analysis in taxation or social benefit systems. 

AI also presents risks that public administrations need to manage, including:

  • Bias in automated systems; 
  • Lack of explainability; 
  • Data protection breaches; 
  • Over-automation of decision-making processes; 
  • Erosion of public trust in cases of poor governance. 

Public administrations may also face challenges such as: 

  • Algorithmic opacity in administrative decision-making; 
  • Dependence on external technology providers; 
  • Uneven adoption across Member States; 
  • Skills gaps within public administrations.
